Utarn-Vel

A shattered capital of broken towers and watched streets, Utarn-Vel stands as a necropolis in all but name—alive only because the Infernal Empire wills it so.

Overview

  • Type: Occupied Capital / Necropolis

  • Country: The Fallen Kingdom of Utarn (occupied by The Infernal Empire)

  • Population: ~40,000 (official), unknown displaced and uncounted

  • Primary Industry: Occupation administration, forced labor, necromantic logistics

Description

Utarn-Vel is a city after defeat.

Great boulevards once meant for ceremony now lie cracked and patched with Infernal stone. Collapsed towers loom like broken teeth, their upper stories left unrepaired as a reminder. Infernal banners hang from surviving spires, their crimson and black stark against gray ash-stained masonry. The air smells of dust, cold smoke, incense, and decay that never fully goes away.

The city is quiet in the wrong ways. Markets exist, but voices are low. Footsteps echo too clearly. At night, pale witch-light glows from warded structures and the eyes of patrolling ghouls flash briefly before vanishing into the dark.

Utarn-Vel does not feel ruined by time.

It feels ruined on purpose.

Factions Present

Life Under Occupation

  • Curfews enforced nightly

  • Food and fuel strictly rationed

  • Identification papers mandatory at all times

  • Random inspections common

Public order is maintained through predictable terror.

Private grief is tolerated—so long as it stays private.

Death & the Dead

Utarn-Vel is called a necropolis because death never leaves.

  • Corpses are cataloged, not buried

  • Undead patrols supplement living troops

  • Some districts are avoided even by the occupiers

  • Families sometimes recognize fallen loved ones… on patrol

The Infernal Empire considers this efficient.

Rumors & Hooks

  • A sealed crypt beneath the Broken Palace has begun emitting light

  • Names are being removed from the Ledger Vaults—without explanation

  • A ghoul patrol disobeyed orders and was erased overnight

  • Resistance symbols appeared briefly on the Processional Way at dawn
