Description
Utarn-Vel is a city after defeat.
Great boulevards once meant for ceremony now lie cracked and patched with Infernal stone. Collapsed towers loom like broken teeth, their upper stories left unrepaired as a reminder. Infernal banners hang from surviving spires, their crimson and black stark against gray ash-stained masonry. The air smells of dust, cold smoke, incense, and decay that never fully goes away.
The city is quiet in the wrong ways. Markets exist, but voices are low. Footsteps echo too clearly. At night, pale witch-light glows from warded structures and the eyes of patrolling ghouls flash briefly before vanishing into the dark.
Utarn-Vel does not feel ruined by time.
It feels ruined on purpose.
